Nineteen of Daniil Medvedev's 21 victories have been earned on hard surfaces
A resurgent the Russian player claimed his initial trophy for nearly 30 months with success over Frenchman Moutet in the tournament championship match.
Medvedev, a ex- number one, has had a difficult year, managing just a single victory at the big events and experiencing a difficult moment at the New York tournament.
Medvedev's varied form on the ATP Tour - and struggles with his serving in particular - resulted in him dropping out of the top ten and finally separating with long-term trainer his previous coach.
Currently collaborating with Thomas Johansson and Rohan Goetzke, the tennis star has consistently progressed in the past month - peaking in a tightly fought 7-5 4-6 6-3 triumph over challenger Moutet.
It is his maiden title following the Italian tournament and maiden on a hard surface from March of that year.
Victory also means he has won 21 victories at twenty-one different events.
"It's the first time I have attended a competition with my both daughters simultaneously, so to win a championship is especially meaningful," commented ranked player the champion.
"This title is in tribute of my child my daughter, because the initial championship I achieved when my child my daughter was born was for her."
The athlete, the 2021 US Open champion, had failed in his previous six title deciders, featuring in the German tournament earlier this year.
Medvedev's defensive play style and regular reactions on the playing surface had prompted commentators to doubt if his capacity to play at the top level was concluded.
Yet the player has altered his approach in the past month, attempting to come to the net and play aggressively, backed up by an enhanced service.
He came back from a disadvantage in the initial set against the tricky Frenchman, winning four of the last five games to gain the advantage.
The pair exchanged breaks in the middle set before the Frenchman, striving for his maiden professional championship, took control to push for a final set.
The opponent defended 4 early opportunities in a close third set before the Russian won the break to 15 to serve for the match.
Fittingly, the winner clinched the win with a point at the front of the court, with his opponent incapable to control a return after two hours and 38 minutes.
